I have examined the accompanying Ordinance, entitled "An Ordinance for the Naturalization of Meyer Fredericks." And I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

Mr. Meyer Fredericks has been naturalized to enable him to join the Volunteer Corps.
